Ядро центрального аппарата ЦРУ, в котором, по некоторым данным, насчитывается не менее 10 тыс. сотрудников, составляют 3 "директората" - информационно-аналитический, оперативный (ведает подготовкой разведывательных мероприятий, анализом контактов с иностранцами и т.д.), научно-технический (радиоперехват, воздушная и космическая разведка и т.д.). Часть сотрудников ЦРУ работает в госдепартаменте и др. внешнеполитических ведомствах. ЦРУ широко использует зарубежные дипломатические миссии США, а также международные научно-технические и культурные связи, туризм, общественные организации и др. В частности, с ЦРУ связаны сотрудники свыше 100 университетов и колледжей США, журналисты.

Через ЦРУ осуществляется наиболее скрытая часть международной деятельности США, прежде всего поддержка реакционных сил в различных районах мира. ЦРУ готовило вторжение наёмников на Кубу (1961), поощряло контрреволюционные выступления в Венгрии (1956), Чехословакии (1968), играло активную роль в агрессивной войне США в Индокитае. Оно ведёт интенсивную идеологическую войну против СССР, др. социалистических стран, прогрессивных и миролюбивых сил, широко использует методы дезинформации и клеветнической пропаганды, фактически содержит радиостанции "Свобода" и "Свободная Европа", оказывает содействие в издании книг и брошюр, главным образом антикоммунистического содержания. ЦРУ причастно к большинству реакционных переворотов, заговоров в развивающихся странах (Гватемала, Индонезия, Чили и др.), является инициатором покушений на прогрессивных деятелей. Несмотря на формальный запрет, ЦРУ ведёт систематический шпионаж за гражданами в самих США.

Расходы ЦРУ официально не объявляются; по некоторым оценкам, они составляют 4-5 млрд. долл. в год. Директор ЦРУ и его заместитель назначаются президентом США с последующим утверждением сенатом. Штаб-квартира - в Лангли (пригород Вашингтона).
